Higher level people from other teams are swiping my staff from me leaving me with nothing

They already have more resources than me

My direct boss/VP doesn’t communicate intermittently and has no idea or care

I have no senior manager above me with clout to fight for keeping my staff

I’m quit without 2 week notice once I get an offer
