    Gonna do my best to break down what it says. The EO does not just say things about submission of complaints, it's far more than that.

    First page says that social media is no longer its original functionality, and now services as a public square. Mentions open exchange of ideas is essential now to "universities, businesses, newpapers, and homes". Says that limited platforms controlling speech is dangerous and hurting national discourse.

    Second page cites involvement of monopolies with foreign powers. Singles out China, and then notes FB, Twitter, & Google's relationship with them, as well as listening to their government despite being US companies. Notes that rules on social media are "inconsistent and irrational". Does not say anything specifically about conservatives.

    Third page delves into Sec. 230 protections, clarifying immunities/legal protections. Discusses whether or not such can still apply if any level of manual curation is happening. This is where the actual policy happens.

    Bill action 1:
    -within 30 days, the Dept of Commerce & NTIA will petition the FCC to remake internet regulations to say:
    --all immunities will be stripped and platforms will not be considered to have acted in "good faith" for content regulation if they are determined tohave "deceptive, pretextual, or inconsistent actions with a provider's terms of service"
    --unexplained explanations, inadequate notice, or specific "meaningful" attributions of bans/etc. will be considered a violation of Sec. 230
    --"anything else the NTIA deems appropriate"

    Bill action 2:
    -within 30 days, the head of every gov. agency which spends advertising money will:
    --evaluate marketing funds paid to online platforms
    --based on such, within the wider context of this bill, see if each platform supports "free speech principles" and/or "fair principles without restrictions"
    --agency's marketing funds will only be allowed on platforms deemed to respect such

    Bill action 3:
    -based on prior supreme court decisions, the white house will be establishing a new tool and agency for monitoring "bias" or "engagement" on social media platforms
    -FTC will review complaints and take actions against "unfair or deceptive acts or practices which affect commerce". IMPORTANT: this says affect commerce, implying sites do not only need to allow people, they need to allow people to MAKE MONEY. extremely important.
    -specifically names twitter no: says FTC will review major platforms and develop public reports as to if violations have been found and set forth further policy in turn

    Bill action 4:
    -the ATTORNEY GENERAL will establish a "working ground" to enforce state statutes for free speech online
    -attorney general will also consider and prosecute platforms who:
    --"monitor or create watch-lists of users based on their interactions with content or users"
    ---"monitor users based on their activity off the platform" (NOTE: this means monetization sites like Patreon which monitor off-platform activity are f***ed)

    Further notes:
    online platform refers to "any website or application" which "allows users to" - "create", "share", "engage" or "search for" content.

    should have added that the tool is made for citizens to report to the government, it's not the government doing it internally

    It’s does say: establishing a new tool and agency so I’d assume the tool is a function of that new agency

    there's not a ton of info (the EO is just a few pages), but I would assume the agency acts in regards to reports from the tool, but I could be wrong
