I don't think he's actually that knowledgeable. Of course, if the goal of the CIA is to monitor USA/western weeb communities, these would be out of place... but like... these kinds of emojis/emotes are so common there's literally a button on the Japanese keyboard (at least on your phone) for them
so assuming the CIA is "not operating on US soil" (lol) having this database actually makes sense
