Just take it to court, state that you have automatic headlights and that they would have turned on as the drizzle became rain. The officer prematurely wrote the ticket.

If it was just drizzling a little and daylight outside, then do what the poster above said about calling the clerks office to dispute. They will have no way to tell if you had auto lights or or, and probably wont even care enough to check the dash cam footage to see how hard it was raining
