Well, the announcement was never official. He just said something on a radio show most people don't listen to anyways. An official announcement was never made and so he can act like he never said anything.

If we're being real, someone like Drake doesn't need a rollout and a rollout for him is probably boring at this point. He can always drop music whenever and leave it at the hands of fans to show support as they wish. Same with touring. He doesn't have to go on tour simply because he has a new album out anymore. At this point, he has a massive catalog and can announce a tour whenever he wishes to. That's why you're getting less and less effort from him when it comes to some of these things. It's him realizing the place he is in his career and in the music industry.

Him not touring ‘probably’ is more of a logistics issue than him not wanting to do it. There’s sooo many moving parts regarding ‘drake’ that him simply not touring because he doesn’t want to doesn’t pass the smell test. No one’s passing up on a 60-80 M bag just because they don’t want to
Can he drop music when he wants to? Sure. But depending on when he chooses to do, there are positive and negative repercussions to that.

Except he isn't. He isn't signed to a standard recording contract. His current deal with Universal (via Republic) is strictly for distribution. He owns all his recordings post-Scorpion and can do whatever he wants in terms of making/releasing his music. Taylor Swift has a similar arrangement, that's why Republic had no idea she had recorded folklore/evermore. On both occasions, the label was notified 24 hours before the albums dropped while the general public was notified 16 hours before. I believe in the case of her re-recordings, they were notified months prior because a) she'd made it known she'd be re-recording those past albums anyways and b) they needed to be notified months prior to ensure physicals could go into production.
As for touring, Drake doesn't HAVE TO tour. This isn't Drake in 2010 or 2013. The most money he's made from a single tour is about $100M. He's probably making that much from investments on a yearly basis, so why would be put his body through such physical turmoil for money he can make without moving a finger? (remember that since the pandemic, he's injured his leg/foot like 3 times). He and he alone decides if and when he goes on tour. He's in full control of his career now and that's why you're seeing him move the way he's moved throughout the CLB era. It's not that he doesn't give a f***. It's that he doesn't have to answer to anyone about the decisions he makes regarding his music career anymore so he's doing whatever he wants to do now.
Drake has made it abundantly clear that he misses performing, so why hasn't he announced a tour when several artists are successfully touring and have been doing so for the past year? The answer, I believe, is he simply doesn't want to go on a full-blown tour or at the very least, he's not as incentivized to tour now like he could have been years ago when he wasn't making as much money from other sources.
