If your buying the parts over time I would say go for the CPU/Mobo first. Now's probably the best time for that if your going AMD since you can get a 3600 for like $150 now and B450 boards are around the same price (or less in most cases).
Next I would say jump on RAM ASAP because prices are about to get really bad soon as DRAM starts to get more hard to get as smartphone makers buy it up in droves.
Then get a GPU and last I would get the Case and PSU, make sure not to cheap out on the PSU, get a good quality one.

the i9 9900ks is barely faster than the 3900x in single core performance and it smokes it in multi core
once next gen game consoles come out games will be more ai heavy and will need better multi core
it will age much better and have use for far longer plus the am4 socket still has more chips coming out for it unlike lga1151

yeah 3900x gives you 33% more performance and you can upgrade the cpu without getting a new mobo in the coming years it's definitely a better option for future proofing
if money is no object you could get a 3950x it's almost twice as powerful as the 9900ks

that case is ugly imo for the price but obv thats subjective.
BUT, it doesn't support ur optical drive so...
also, with an "unlimited" budget I'd say get water cooling, but it seems like u don't know to much about computers based off ur picked parts(no offence)
