"Legal combatant" refers to any armed combatant that represents any party -- whether it is a state military, an illegal militia or revolutionary group, or even a single dissenter with an idea.

Cops are armed defensemen of the state, and enforce its laws willingly. If they don't like the risk of actually having to defend their state from dissenters, they shouldn't have been cops.
