1. over time and break violations can be employee caused. i.e. it is illegal to work without a break, but some employees do do that, so that will count against the company even if the company didn’t force the employee to do that. it’s why walmart (at least 12 years ago when i worked there) told me it’s better to take a longer break than a shorter one, specifically cause they didn’t want to get sued for break violations

2. there are farrrr more employees than criminals, so or course the numbers will be skewed where the greater population is
