If your skin is dry and you’re on a budget, id start with Cerave Hydrating Cleanser or neutrogena ultran gentle face wash and a moisturizer like cerave moistuizing cream or ELF Holy Hydration Fragrance free. Different people like different moisturizers depending on their skin condition

You should also wear sunscreen daily too. Theres some good korean/japanese ones
