I think border control will change either after the Paralympics or after the election - probably the election (at the latest in October, but can be called earlier).

You can stay anywhere in Japan as an immigrant and be relatively safe for the most part IMO. Cops might haggle you and ask to see your passport/residence card but there isn't a lot of violence or danger to you unless you overstay your visa or commit a crime.

The problem is just that at times like this the Japanese government really shows it's ass (letting in 80k+ for Olympics while 30k~ish students remain stuck outside the country)
