It has to be something direct and actionable for it to be illegal. Like, they'd have to name specific targets, when and how they'd do it, etc. Vague fantasies about race wars and genocide are totally legal.

That's why Hal Turner (who was also an FBI informant) used to get away with his violent racial rhetoric.

I think the worst part of it all was when he was talking about the race war and how it’ll set blacks 4 or 5 generations which means that all these racists whites are aware of systemic racism and know about the s*** put in place to keep niggas down but they pretend it doesn’t exist
