do you have a shred of evidence to back this up? the militants in mozambique emerged out of a complex set of factors, like inequality and poverty in the region as well as religious tensions over how islam is practiced there. sure i wouldn't be shocked if certain western powers have tried to fan the flames but your perspective is a reductionist attempt to remove all blame from the people who actually committed the crime.

clearly, the militarization of the region is actually making the problem worse, but to say ISIS is being paid off by french oil companies is literally the opposite of whats actually going on.
