im gonna wrap this up, basically i finished my 5th year of college didnt really try that hard in the beginning but thought i made it and finally finished, turns out i didnt and failed 1 paper. school is telling me i can graduate with 1 single major if i change my programme, but then again i was planning to finish with 2 majors. i only need 1 more paper to finish with 2 majors but im not too sure how i want to go about this.

i would need to spend another semester in uni to finish.

what would you guys suggest?

graduate, and if you want the double major, go back

I would go for one more semester. It's not that long of a time, you'd be getting your 2 major and wouldn't have to go back.
