Ohhhh. There are some that just don't clear s*** no matter what. There are some that don't agree with the content of the song to want to clear it. I'd assume mostly though, it comes down to the business end and the numbers not being right. Sometimes using a sample could allow for the owners of the sample to get a HUGE chunk of the song's profits, so it's probably not worth it if they can't negotiate to where both parties feel comfortable. That's me assuming tho.
