To be fair it’s pretty iconic imagery and fully synonymous with Rocky at this point

Eh Tim Burton's aesthetic is all over the Highjack video so I'm assuming he had a bit more input than just the album cover.
Also keep in mind he supposedly has Danny Elfman involved. Elfman also a frequent collaborator of Burton.
