Maybe the developer has a "bad press is still good press" mentality, or he has no idea what he is doing and is just hoping for the best.

But regardless you are right, this will f*** him over no matter what. Unless the game somehow surprises everybody and is actually really good (very low chance judging from their past) or you know, this actually really ends up being Kojima f***ing with peoples mind lol (very low chance at this point imo).
