I'm pretty sure he's mocking the XO stans who overcompensate for the album flopping by saying it's his best. It's been happening all year since the sales came out. It's a good album but not close to Starboy or AH and the numbers reflect that opinion from the majority. If you like it that's great don't let Abel or anyone opinion decide what you should like
One thing I've noticed about Abel if he makes a mistake he's pretty open about it and his fan interactions on Twitter are the best. He's been active the past few days and he just posted this. I'm glad he's humble enough to acknowledge this and in meme format. Hopefully a good sign for the next album

I’m curious why he posted it.
I see a lot of “Yawn FM” on KTT, but it’s getting streamed out the ass, and all the reviews I’ve seen have been positive.
Then again, he wanted to make a follow up to After Hours, and after the numbers and acclaim that got, I can see almost anything not being satisfying to him
