If the album dropping this year there won't be arena tours around the world regardless.
Might as well shelf the album and never started the rollout if touring like normal is the goal. S*** ain't going back to normal anytime soon
And other artists are still dropping albums and have been since March 2020.

Nah bro, it's his music and I respect his craft, but don't forget who put him in the position he is: the fans. So he, in someway, owes us clarity and transparency, and he been announced the release date twice

We knew Drake wanted to drop the album summer 2020.
We knew the album was 80% done last June 2020
The first single was released in August 2020 along with the album title
A CLB clothing line was dropped in September
Drake announces in a trailer CLB is releasing CLB 2021
Drake tears his meniscus in December 2020
Drake takes a two week vacation in December - January 2021
Drake announces the album has been pushed back within 2021
This should tell us a couple things.
- He's not happy with the finished product
- The leaks recently have been a major part of the album
He's not waiting for COVID, or touring, or someone else to drop. He's not happy with it or the leaks are indeed album songs. Yes we've gotten songs and a mixtape last year but this release has been beyond sloppy, disappointing, and just not up to Drake standards. 40 has to be pissed. Drake tracks never leak. He's become sloppy or his team has.
This is disappointing as a stan. The news yesterday confirmed there is some hype as he was trending on Twitter and IG. The fact that he announced it the same day as a new president gets sworn in is interesting. He did that on purpose.

that's insecure and doesn't inspire confidence if he's focused on Cole and Kendrick.
Doubt that's the main / major reason. But I am worried about this project now and his lack of confidence in it.

I would agree with you if he didn't say back in May that the album a slap and that he couldn't wait to drop it indicating that he was very pleased with the album (contrary to what you mentioned), don't know what happened since then, but my guess is that he's aware that the sales won't be great or he's waiting for someone (Kendrick or Cole) to drop
