I personally think he put these out before to accomplish a few things, these are the possibilities I thought of:

1) Get people off his ass; What's Next is basically a song telling everyone to stop guessing when he's dropping, he ain't in any rush.

2) Test the waters; he can see the reactions to these songs and calculate what direction he should take CLB

3) Get these songs out of the way (they are great songs but nothing sonically like what we were hearing from earlier leaks - these are much safer songs - we know he can do this s***) in order to release CLB which may be something extremely unique and different (he's alluded to this before).
