What was the logical reason why this video didn’t get an official release?

We needed an album full of songs like All Day, I Feel Like That, Can U Be, and Only One. However we got TLOP which turned out to be some of Kanye’s best work and his last great solo project.

the logical reason is cause the album it was attached to didn't come out?
