Tom & Jerry was definitely using library tracks for their bedding music at this time (stuff they didn’t have to pay royalties on) and I’d bet there’s a chance that SaTC was doing the same, or the creator of the theme was riffing on an existing library music motif that was in use during the 60s (or whenever this late-period T&J short is from)

Man I used to love going through the free-use music they would put in old cartoons in my youth, I blame Spongebob and adult swim for that

This comes from my favorite episode of Tom & Jerry, Mouse in Manhattan. And it was used in Godfather 1 too. When Tom went to go see Woltz in California.
