Tom & Jerry was definitely using library tracks for their bedding music at this time (stuff they didn’t have to pay royalties on) and I’d bet there’s a chance that SaTC was doing the same, or the creator of the theme was riffing on an existing library music motif that was in use during the 60s (or whenever this late-period T&J short is from)
Man I used to love going through the free-use music they would put in old cartoons in my youth, I blame Spongebob and adult swim for that
definitely hits the exact same few notes in that eerie tone although satc themes go up a few more, the tom and Jerry scene ends the motif earlier
