we don't actually know. although you are right, that he's always gone out of his way to get attention. that also meant he got our attention for classic music that might have been lost without him doing that, so it wasn't always such a negative to people

Kanye has always lowkey known how to manipulate the media, but I believe he says and pushes narratives he truly believes not just for attention
Like right now, I don’t believe he thinks he’ll win in 2020, but I do believe it’s something he’ll do in the future, but he also knows it’s gets him a lot of attention rn while he’s working on new music, gap clothing, etc.. and makes it easier for people to digest in 2024

could also be some grandiose thoughts as a result of a manic episode. but regardless, definitely plausible
