Its not a landing mission that's why. This has also all been heavily delayed.

There was a time when there was a 2024 date to land Americans, and probably won't do it by 2028 at earliest at this point. Was supposed to be Artemis 3, and now it's Artemis 4 which creates the potential for even more delays. April's is only Artemis 2

Not to mention a lot of this is happening because China's very well on its way to landing Chinese "before 2030" and haven't missed a step yet. U.S. has been delayed so badly that this went from us aiming to go back 5-6 years before they do, to a nightmare scenario in which we delay ourselves into a loss against a country who wasn't even racing against us or in a rush.
