i believe that toyset is Marleyan propaganda to push Eldian kids to aspire to be Warrior candidates and inherit the shifters, and Zeke liked the beast. the dialogue is important there

zeke has more talent than ksaver because (1) he is royal and can both create and command mindless titans & (2) he wanted to be on the front lines--ksaver was a scientist first and used the beast as an excuse to study.
notice also that zeke is bad at all close quarters engagements and only ever uses mindless titans and projectiles with baseball tactics. reiner completely bailed him out at fort slava---BT has low durability---if zeke is not royal, he too is useless in combat.

Calvi is the Marleyan general. if he's asking for a flying titan, it can't be the BT, because he would know about the previous flying inheritors as part of his education.
if you think about it, it makes sense that the nerd with no interest in fighting (ksaver) would choose the historically weakest shifter to inherit.

my guess is that Falco will fly because Ymir/Eren wants him to (they can alter shifters structurally) and they're baiting him either with Eren's memories of the sky or zeke's (if zeke is attached to Eren).

The manga is amazing and i strongly suggest it but since the final season airs supposedly in december you might aswell wait for it and watch it all brand new
