Because rn the founding is not in the hands of the fritz family, so what does that mean? They must kill Eren and re obtain the founding so it stops being a threat, thats what that story is for and the declaration after, cause he is not chained by the vow

Hard to answer this without mentioning spoilers, but he believed the threat by the king to be a bluff. Still, the isolated logic of declaring war on a kingdom that wants peace while being in possession of a seemingly world-ending power (the rumbling) doesn't make sense coming from him. It's unknown if he had an ulterior motive beyond that, but what we do know is that Willy is aware of the presence of enemies and spies. His speech was made to weed them out, especially Eren. The most dangerous ability is in the hands of someone who isn't bound by a peaceful will. It's also worth noting that Eren most likely believed that Willy was in possession of the War Hammer Titan, which is why he struck Willy first.
