He didn't say "he doesn't do clout". He was saying his level of success is bigger than clout, it's fame. A flavor of the month rapper like Lil Pump has clout. A legend like Drake has fame.
The bar has nothing to do with what type of music he drops.

Clout vs fame has nothing to do with what type of you music you drop, it's about how famous you are. Regardless of whatever bullshit Drake drops, he still has fame.
