It's a sensationalized headline but there's a level of truth in it. Biden isn't funding "crack pipes", he's giving grants to charities and social services organizations, some of which subsidize "clean d*** use kits" for addicts. That said, this is still terrible policy because while these social services organizations are important, no states/cities in the US have correctly dictated safe d*** use policy, and these types of grants are likely to make things worse in d*** ridden areas.
