    Depends. There's hits that have had a big impact and are staples of rap without necessarily being big Billboard hits.

    Alright by Kendrick, for example, has been used in many protests and is a cultural classic, so I would call it a "big" hit.

    Grillz by Nelly, by contrast, is hardly known by anyone these days including many casual Nelly fans and it had no staying power despite going number 1.

    So yeah...I think that's what people mean.

    Actually, this is random af but I was looking at Chubb Rock's stats and his 3rd album had singles where all the songs went number 1 on the hip hop charts but only peaked at 95 on the Hot 100 charts.
