Anyone have any insight into common strategy/etiquette at the bins? There aren’t many outlets in my area, but I’ve been to the racks plenty and not sure what to expect since I haven’t been to the bins before.

There is no etiquette, it’s the Wild West, and you’re very unlikely to find anything good
Edit: my experience at the bins is you better be willing to spend all day there and it’s gonna be like the wedding dress outlet scene from friends

Push people out the way and say “Lemme get in right here” tbh, a lot of people buying up any and everything in hopes of turning a profit.
Seen two white kids fighting over a 1980s black youth program shirt with what I assumed was a s*** stain on the chest. As soon as I threw that s*** back in the bins they went for it
