It's even super hard for the white people to help sometimes in towns like this. I moved to a rural town in the Southeast US for my last couple years of high school, it's legit helpless for POC. It was so weird moving from a liberal city seeing people be openly racist (for example, at graduation for the only black student in the school, there were people in the bleachers making chimp noises and nothing was done, incidents like this are very common) and there was actually nothing that could be done because it was rotted from top to bottom.

Not to say that excuses the other workers not reporting him, but jesus christ places like this are rotten to the core.
