those songs weren't as big outside of the US, but I think that's more because he hadn't really made a name for himself and Europe is slow to catch on to new American acts. If he dropped either one now I imagine they'd do as well as Blinding Lights.

Yeah The Hills and CFMF were big but I feel like BL is bigger.
Also The Hills is 11x platinum in the US,and CFMF is 8x(i think) platinum.
BL is about to be 4x platinum in a much shorter time so i think that it will surpass them both in the long run
The Weeknd was a media darling in 2015 due to his come up story. Cfmf and the hills both had the benefit of being big pop songs and benefiting from his relationship with both the pop market and hip hop market. I think his appeal to the hip hop market has lessened but he's become a bigger popstar, which means more worldwide sales and overall a bigger song. It also means that hip hop fans like most of us here don't hear as much about BL as his previous hits because the song isn't popular in the hip hop circles.
Tl/dr: BL is a bigger song but for a different audience than The Hills and CFMF
