US is withholding the money because Afghanistans’ legit democracy elected govt bail on their country. US is not just gonna give the taliban $10B. The problem is that it’s difficult to issue aid to a illegitimate govt (Taliban more like a crime syndicate) with no infrastructure and a disconnect from the people which they govern.
