lower credit card rates would mean that credit would be largely relegated to the upper-middle to upper class. it would largely disappear as being viable for the vast majority of not only individuals, but also start-up businesses. This would drive working class and lower-middle class individuals to take traditional loans, of which would likely be offered at even more predatory rates - I would expect things like paycheck cashing programs to become more relevant again as well. It would also likely be harder for new business owners to exist from working class backgrounds. I would imagine this would be sold to banks as a means of forcing the paradigm for credit back to structured loans, which are technically more profitable for banks, and also likely change consumer spending habits to resemble that of the late 80s-90s more than the mid-late 00s/10s.
