I take the train to my college every morning. Usually, I go to the station right by my house but if I miss the train there I have to go to a different station that's like 15 mins away. This station is kind of shady, there's usually homeless ppl sleeping there in the morning and dope fiends geeking out at night. Anyway, like 3 out of 4 times i go there, I see this same guy. He always shows up right before my train is supposed to arrive, sits down in the indoor seating area, and calls someone on his phone. He'll give his name, sometimes first and last, sometimes just first, and say that he's at the train station. Then he'll pause for the other person to respond, and the only other thing he says is "Ok, I'll be nice and patient" (exactly like that, same exact words every single time). Some days it sounds vaguely threatening, some days it sounds kind of reassuring. After that, he hangs up.
Normally, I'd chalk it up to weird behavior, but this dude never actually gets on the train. I've missed my train before, so I know it's a long ass while until the next one gets there. I really doubt he's getting there that early for the next train. What could he be doing? What's going on here?

We have some programs like that in my city but it's surrounding busses and stuff, generally for disabled or mentally disadvantaged type stuff for those who don't drive
