my old account was logged in with a twitter that is currently suspended. is there any way i can retrieve this account?

To elaborate a bit: @ladyhans had her account linked to her Twitter

She deleted her Twitter and cannot access her account any longer. She tried to make a new account but could not.

Is there anything that can be done to recover her account or help her make a new one?
