Yes because we should base foreign policy on a survey of people who for the most part don't even know what geopolitics is. btw, any state that is the dominant world power is going to be blamed disproportionately for its problems. Of course in a sense that makes sense. If you have the most severe duties your mistakes are going to have the most severe consequences. But also people will often blame said country undeservedly.
