weirdo person who parks next to me in the parking garage put up a whiteboard sign that says "smile you're on my dash cam(:" and propped it up against their front tire facing my side. They also leave some weird electronic device under their car that could probably be the dash cam.

I told my apartment complex and one of the receptionist gave me some BS story about this dude having his car stolen and so he's being cautious.

to be clear...I have never hit their car or nothing. I don't even get out from that side since I park my car in reverse.
