I live in the city, been living in the city, not once has a cop ever helped me by stopping a crime or helped me after one happened. They've actively done the exact opposite. Actually very time I've been beat up or had something stolen from me, a total stranger out on the street has been the one to look out for me. Regular people keep neighborhoods infinitely safer than cops
