China has been authoritarian for many years but took a turn even further in the early 2010s with the rise of Xi, after a period of relative liberalisation.
I guess authoritarians are not smart and are insecure in their position, so they seek to quash different cultures to prevent dissent

A big discussion was had between Taiwanese, Hong Kongers, Mainland Han Chinese and Uighurs. In which many mainland Han people came to understand, and even more agreed that brutal repression policies are happening in Xinjiang.

After September 11 they used that angst and fight against terrorism to push their agenda in the region, as TragedyBerlusconi said they particularly linked terrorism to the XUAR muslim population. Scholars have noticed that before 9/11 terrorism, at least in security discourse was never linked with the Uighar minority.
Also interesting to note is that the region itself is central to their Belt and Road initiative in terms of its geography. So at least from what I was reading they’ve used the terrorist connection to ramp up their presence in the region in order to ensure the Belt and Road Initiative is able to operate smoothly. The success of the BRI is important for Xi, sees it as a legacy defining creation so they’ve done what they have there to ensure it doesn’t fail.

Am I buggin?..cause I didn't come away with Biden trying to explain away China's human rights violations. He literally mentions a list of them.
He's fumbling and stumbling, but ultimately he says Xi "gets it" or recognizes that the USA will speak out on all these issues because our values are different from theirs and "culturally there are different norms" as in we don't approve of the type of s*** they're doing.
