Funky President has been sampled like 1,000 times but that doesn't make it a more popular James Brown song than I Got You, which has only been sampled like 200 times. Producers are more likely to sample Isaac Hayes in general because funk/R&B is easier to cut up for beats than old school pop.
I would say Dionne's version is still more well known by the average music listener, but 6 Inch did help to bring Isaac's version back.
