I meant the amount of detail in the world itself, all the different areas feel, the buildings, roads, how theyre connected, everything feels very detailed, which is perfect for an open world game

No, neither of the games are open world but they have open world elements. Usually they have small but very very detailed levels/maps that give you the player the ability to access certain areas through your own intuition.
The city is closer to watch dogs than it is gta. Theres a distinct difference between an open world that is persistent, and an open world that is not persistent. I think you'd find that many 'open world games' are simply places that have npcs generate in them for set dressing. It's not like the npcs actually follow a daily routine or are doing things to further their own goals. Which I think is why bethesda's formula works so well. They show off this persistency and I attribute the open world as being good because of this quality.
