The state probably felt they didn't prove those charges during the trial, so they're not pursuing them anymore. Like we all know Diddy was behind Cudi's car, but there's nothing actually connecting him to the act of putting that bomb in his car. Kidnapping becomes tough when your victims admitted they did whatever he said for their careers
