Yeah and it's way more complex than just Paul and Juicy screwing with people. The only person who really got done dirty by them was Playa Fly and that was Paul's doing apparently. They didn't have the capital to sign artists properly so they gave them distro deals instead which gave them publishing rights but didn't entitle them to money until Paul and Juicy recouped on their investment in the project (producing it, promoting/distributing/pressing it, studio time, engineering, etc)
A lot of the people they signed just didn't really take it seriously enough. The ones who did like La'Chat, Project Pat, and Lil Wyte are still doing well

Juicy had turntables but Paul initially didn't but ended up getting some nice ones, so a lot of his early scratches are cassette scratching which you can tell by the way the scratches sound
