I personally have never heard anyone say Jay is the GOAT even though most of my friends are listening to hip hop (which is most probably because I live in Europe).

Only reason I'll dispute this is because many people came out and said that he had 2 different personalities. One for the music, and the other different. Marlon Wayans, Shock G etc.
