I'll explain it:
The Nikkei 225 is an index of Japanese stocks (it's basically like the S&P500).
A circuit breaker is when they stop trading to prevent panic during extreme market volatility.
They made these rules to avoid a panic like the Monday 1987 crash (Black Monday).
So what's going on right now is the Japanese market is dropping so fast to the downside, they have to halt it for a while so traders don't start selling like crazy.
