Y'all forgetting up until the late 90s hip hop wasn't even a popular genre of music. Other than novelty acts and the Beastie Boys nobody was doing anything more than 3x Platinum in the game that was considered dope besides Dr. Dre and Snoop Dogg, until Pac and Biggie came thru. 3m was like the threshold for achieving pop star at the time bc mfs actually bought physical albums back then. Then from 97 onward the underground scene birthed some of the best/most influential hip hop records ever, as did the mainstream. In the late 00s-early 10s the mixtape era began and there were years where entire top 10s were free mixtapes, 2014 comes to mind in that regard. The hip hop culture was never dependent on sales to define quality. It's a win-win if something is a classic and sells a lot (early Eminem, 50 Cent, Wayne, Kanye, Dre, Jay, Beastie Boys, etc), but it's not a requirement at all.
3m is the threshold now. Look at the hip hop artists that have achieved 3x plat or higher consistently in the past 10 years: Drake, Kanye, Kendrick, The Weeknd and Post.
