I think it's about how much the artist can grab the audience. Certain artists just stand out and it's more than just the music, it's their aura. The music comes first and that's what I care about but something about the artist persona has to be interesting for me to stay invested as well.
Releasing music frequently isn't an issue if the artist has everyone attention. With that said overexposure isn't good for anyone.
