Might be wrong but I have a feeling Drake will spend a considerable amount of effort pushing this album and he'd want to have some music videos ready to go for when it drops. He won't have any time to do that with his tour schedule so best case is he finishes up the tour/album, shoots some music videos so they're ready to go, gets the hype/promo machine back up and running and then announces a release date before eventually dropping the album, so think anytime from after tour ends in October till the end of November. I'm going with Nov. 15th.
