It's possible the song was done but a video is still being edited so they delayed to drop both at the same time.
Drake has dropped a music video everytime he's dropped a solo album in the last few years (CLB/HN). The video for I'm Upset dropped 2 weeks before Scorpion dropped and that was after the videos for God's Plan/Nice for What and the In My Feelings video dropped 4 weeks after Scorpion. He's very fond of dropping albums with at least 1 music video ready to go.
I could be wrong but it's definitely not a reach as a theory. And if a video doesn't drop for this song, it's still possible he drops one next week for another song off the album.
