Your critiques are just interesting to me. About half the songs on the album could easily be categorized as "old Drake" but that doesn't seem to register for you.
He released Honestly, Nevermind just last year, a direct sonic and artistic deviation and one of his most focused albums that clearly wasn't aimed at commercial dominance but that also doesn't seem to register for you so at this point, I don't know what would.

I think he could’ve executed that sound better tho and I want a rap album from him that is cohesive and coherent like that

I feel the same way about this album. Drake really kinda shot himself in the foot setting those expectations himself as well as calling this "one of his best ever".
